bridge to richmond, down 80 to berkeley and emeryville, and oakland to san leandro and some through the san ramon valley. this is moving to the northeast. you can see a few more showers off the peninsula coast, and more off the forth by coast. this is where the rain is going. before they stop reporting, we had 2" in san rafael and it is still raining there. the big winner is santa rosa at 2" and friend not even .1" and palo alto and san jose, nothing. it is a north by event through the afternoon hours. kristen sze? >> the north bay was first to get the rain and last to be done with it. amy hollyfield is in santa rosa with a look at the impact. amy: yes, kristen, the only breaks we have is in the intensity of the rain. right now it is lightly falling. so not so intense as throughout the morning. still, coming down.

better area. the suspect will be tested for drugs and alcohol. the officers were wearing body cameras. that video will be part of the investigation. >> something similar in oakland, police say a 27-year-old man was killed this morning when the car he was lying in hit three police vehicles in a chain reaction. the officers add 35th blocked off to investigate the shooting and saw a red chevrolet impala speeding to them. the driver hit three police cars and seriously injured. a passenger in the car was killed. the investigators say two of the officers involved in the accident were back on the job after being fired at last week. >> we have officers who again last night were on shooting scene trying to conduct an investigation. this unfortunate incident then occurred. three other passengers in the car were also hurt with no officers injured. >> sonoma county sheriff

officials are hoping the amber alert will bring a kidnapped seven-month-old baby boy home safely. henry massey was recorded missing 8:30 on sunday in guerneville. he was taken by his mother, 35-year-old hannah ashley who does not have legal custody. the two are believed traveling in a silver 2005 subaru california plate 5jkz255. >> the california national guard is responding this morning to a growing controversy a decade of at the pentagon offered bonuses to innice socials to enlist. officials want thousands of veteran to pay back the money. jessica is here with more. jessica? jessica: the california national guard is asserting some soldiers who received the bonuses committed fraud. the sergeant who dispensed the bonuses is in prison fixing a $15 million fine but now we have learned five officers were sentenced to shorter jail times

and 40 soldiers were formally disciplined. >> california national guard has issued a new statement about the bonuses for guard members who did not qualify for them and they say a small number of soldiers committed fraud knowingly but the guard acknowledgments many who got bonuses acted on go faith but had bad information. >> i was in shock. i could not believe they were doing this to me. they said i received the money in violation of federal law. >> california guard points out they notified congress two years ago about the situation but the california national guard cannot waive the debts because it rests at federal legal. in 2014, however, california national guard leadership did reach out to congressional and other federal leaders to encourage aliefation of the debts. >> they think it is joke, obviously it was not a joke, and you have to figure out what you going to do and how you will
